the romney/ryan campaign raised last night in milwaukee. we look at how the money will get put to work. topping the political headlines, a whole new round of fire on the sunday morning talk shows over -- the debate. tell you how nbc's "meet the press," senior obama campaign adviser robert gibbs conceded the president could have done better and also took aim at governor romney. >> it's not rocket science to believe that the president was disappointed in the expectations that he has for himself. but, look, i think part of that was because as i said earlier, we met a new mitt romney. speaker gingrich was pretty eloquent in running during the primaries in saying that mitt romney will say absolutely anything to get elected. >> former speaker and republican candidate newt gingrich said this morning that president obama has no excuse. >> the president of the united states had 90 minutes. now, if he had done his homework and actually prepared and actually studied romney, why didn't he say it? i mean why didn't he take romney head-on? the job of the president is supposed to be competent and be

, comparing with that of romney and ryan. steve. >> so romney and ryan do have somewhat different plans. we talked a lot in the debate last week about taxes. this is the spending side of the equation. to kind of lay out apropos conversations we had earlier in the show about what ryan and romney each believe about spending, let's start with kind of an overview of where the three people would like to bring spending over the next ten years. the 20-year historical average is at about 21%,ed red line that you see across there. obama would like to have spending end up at 23%. romney and ryan both want it down at 20%. so there's a clear difference, and they all agree on where it should go. what gets interesting is as you dig into the detail of what gets cut, and you'll see some very, i think, fascinating differences among these guys. so on social security, as you heard president obama say in the last debate, the three guys are actually in the same place. they want to spend the same amount on social security in the next ten years. when you get to medicare, romney and ryan are in the same place, but

that's what he'll go for. on the one hand mitt romney kind of endorsed the ryan plan but he's walked away if it. i think he's going in on that, and he'll go in on the inconsistencies on where ryan and romney stand on the issues. he will force ryan to sort of defend his candidate and stand up for him, and i think he's also going after foreign policy. joe biden used to be the chairman of the senate foreign relations committee. >> even though he's one of the worst in history. >> paul ryan has no foreign policy experience at all. >> i'm waiting for joe biden appear par thid division of iraq. it's not true. ryan has made had trips abroad including the middle east. >> they did fund-raiser abroad, too. >> i didn't know that. >> they did in london. >> i think joe biden will be very formidable. i think the challenge for paul ryan in the debate is he has to come across in complete control of the facts. when you see a 27-age year difference between these two, it's very easy for a young person like ryan to get schooled by the senior biden. he can't let that happen. at the same time he's got to b

. >> his running mate just dates before, paul ryan directly contradicted romney. ryan said lowering the tax rates was more important than anything else, including getting rid of those deductions to pay for them supposedly. let's watch. >> what's most important to romney, would he scale back on the 20% tax cut for the wealthy? would he scale back and say, okay, we're going to have to raise taxes for the middle class? i guess the question is what's most important to him in his tax reform plan -- >> keeping tax rates down. by lowering tax rates, people keep more of the next dollar they earn. >> that's more important -- >> that's more important than anything. >> in other words, it is, in fact, a tax cut. it's not an offset, a tax cutoff set by deductions. most importantly, it's to get the tax rates down from 35% to 38%. that's the goal he said. ron? >> romney said something interesting in the debate where he basically said nobody can say that my tax cut is going to add to the deficit if i say it won't. well, in fact, everybody who has looked at the plan says it will add to the deficit. there is

said, joe biden will sell barack obama, but paul ryan has to sell mitt romney. you can't really sell paul ryan, right? so he has to -- it's going to be interesting to see how well he does that. i think we agree that joe biden will do his job, will go in and will explain all those crucial moments of the obama presidency and how things worked out and what a great guy he is. >> so joe biden, i agree will do his job. joe, do you think that paul ryan will be allowed to do his job? because i think the problem has been that from the moment he was chosen, they then were hiding his signature elements. >> well, paul ryan's not the president. and i think mitt romney said it clearly, i'm the president, paul ryan -- >> so he won't be allowed to do his job? >> no more than somebody you hire as a production assistant is going to tell you what to say on the air. >> well, i will say, he sounds really almost -- he chose his youth when he said mitt romney is the president, and therefore i believe. >> who is he? why was he chosen? because he has incredible, brave ideas. >> hold on. so -- >> at a time wh
